The items can be upgraded at any  item upgrader  NPC in the game. In general, these NPCs are located in capital cities or major questing areas. Players can also find item upgraders when they visit dungeons with high-level bosses, or by talking to NPCs in their faction's garrisons.

The upgrade system for items in World of Warcraft provides players with the option of upgrading the level of armor, weapons and trinkets. By selecting the item and pressing the green button that has an arrow for rerolling players can roll it into an upgradeable item.
